ESD Update #1
October 14, 2026
This is an update to the previous informational article on this site about the Collin County Emergency Services District #1 (ESD) and how it will affect the residents of Inspiration. It will also discuss how CCWCID3 (the District) will address the situation.
The previous article can be found https://www.ccwcid3.org/news/esd-informationhere. The ESD website is https://www.collincountyesd1.org/here. A press release from Collin County about the ESD formation is https://www.collincountytx.gov/details?news=31f8c31e-f192-44b0-9810-054fb4d3fc71&title=Collin-County-Emergency-Services-District-No-1-Approved-by-Votershere. A map of the portion of Inspiration within the ESD boundaries (area in blue) is ESD Boundaries.pdfhere.
Please understand that this is not a situation initiated by the District or the HOA. However, the District board of directors feels that it is in the best interests of all Inspiration residents that the District takes the lead on finding a reasonable solution, even if it is a bit cumbersome.
Activities since the first article was published July 11, 2026:
The ESD is in negotiations with various fire departments and EMS providers to provide services within the ESD boundaries.
The ESD has adopted a tax rate of $0.10/$100. At that rate, a $500K home will be taxed $500 by the ESD if the home is totally inside the ESD. Since the boundary lines of the ESD may pass through a homeowner’s lot, the amount may be less than that. This will affect about 30% of Inspiration lots.
The ESD and the District have signed a reimbursement agreement that provides for the ESD to reimburse the District for taxes collected from the residents of Inspiration that are also inside the ESD.
The District has developed a plan to distribute the reimbursed funds to the affected residents who were taxed by the ESD. The District is in the process of setting up the legal and practical framework to implement the distribution plan.
The details of how property owners can file to request a rebate of ESD taxes will be provided around January 2027.
Nothing has changed with respect to how fire and EMS services are provided to Inspiration. The District still contracts with Wylie for those services.
