ESD Election Notice

October 15, 2025

Collin County WCID No. 3,

Some homes in Inspiration have received mailed notifications of the upcoming election to establish an Emergency Services District (ESD) in Collin County. This is a somewhat complicated issue but we’ll get to the bottom line for Inspiration residents:

It doesn’t make any difference to us. Inspiration receives its Fire / EMS services under a contract between the City of Wylie and our utility District (CCWCID3). That will not change no matter what happens in the election.

The mailed notification directs readers to a web site for more information (https://voteforesd1.com/https://VoteForESD1.com). That site will allow you to determine if you may vote in the election but does not provide any details or history on the issue.  For more info, see this site set up by Collin County: https://www.collincountytx.gov/Public-Information/Lists/News/NewsDisp.aspx?ID=357https://www.collincountytx.gov/Public-Information/Lists/News/NewsDisp.aspx?ID=357

Many homes in Inspiration did not receive the notification. Why not? The governing councils of each City and Town in Collin County were offered the option of allowing the residents in their extra-territorial jurisdictions (ETJ) the opportunity of being included in the ESD or not being included. The Wylie City Council voted in favor of inclusion. The Lucas City Council and the St. Paul Town Council voted not to include residents of their ETJs. Part of Inspiration is in the ETJ of Wylie and received the notification of election. Inspiration homes in Lucas or St. Paul ETJs did not receive notification because they are not included in the ESD area and therefore cannot vote on the election to establish it.

For those that received the notification, we urge you to vote YES on the ballot in November. The ESD will help provide emergency services in the unincorporated areas of Collin County. Even though Inspiration will continue to be covered by our contract with the City of Wylie, we all drive through the unincorporated areas from time to time. If we have an auto accident, it would be nice to get a timely response.

Best Regards,

Ron Dawes
